Lyon County’s Mugshot Search Has Changed: Use VINE, Records Requests and Court Records
If you are looking for Lyon County mugshots, arrests or jail bookings in Kansas, the current official workflow is different from older search results. Lyon County now directs its inmate-search link to Kansas VINE for custody information, while booking photographs are no longer displayed through the old Sheriff website’s public mugshot feed.

Start With the Current Lyon County Inmate Search
The current Lyon County government website does not send visitors to the old local mugshot roster. Its Detention Center page now links the Inmate Search button to Kansas VINE.
VINE is designed around custody status. Lyon County says crime victims can use the service by internet, telephone or mobile app and can register for telephone, email, text or in-app notifications when an offender’s custody status changes.
Kansas VINE
Use this when the immediate question is whether someone is in custody or when you need custody-status notifications.
Lyon County Detention Center
Use the county’s current Detention Center page for local jail information, contacts and inmate-service rules.
Lyon County Sheriff’s Office
Use the Sheriff’s current county page for records requests, agency contacts and official services.
Why Lyon County Mugshots Are No Longer in the Old Online Booking Gallery
This is the most important current detail for anyone searching the exact phrase “Lyon County mugshots.” Older search results and cached Sheriff pages can still show booking photos from the former Lyon County Sheriff’s website, but the county’s current workflow has changed.
In March 2026, Lyon County Sheriff Jeff Cope told Emporia-area news outlet KVOE that booking photographs had been removed from the Sheriff website and would not return as the Sheriff’s web content moved into the official Lyon County government site.
Old search expectation
The former Sheriff site displayed recent bookings and booking photographs. Old search-engine results, cached pages and previously indexed inmate pages can therefore make it look as though a current public mugshot gallery still exists.
Current official route
The current Lyon County Detention Center page sends the public to Kansas VINE for inmate searching. A person who specifically needs a booking photograph should use the Sheriff’s records-request process instead of expecting the former gallery.
There is another legal limitation. The Kansas Attorney General’s KORA guidance says mugshots and standard arrest reports may be discretionarily closed under K.S.A. 45-221(a). In other words, public-record law does not make every mugshot automatically available on demand.
Which Lyon County Record Should You Search?
A mugshot, VINE result, incident report, court case and Kansas criminal-history record answer different questions. Choosing the right source can save more time than repeatedly searching the same person’s name.
| What you need | Best starting source | What it helps show | Important limitation |
|---|---|---|---|
| Is someone in Lyon County custody? | Kansas VINE via Lyon County | Custody-status information and notification options | It is not the person’s complete criminal history. |
| I want the booking mugshot | Lyon County Sheriff’s records process | Whether a requested booking photograph can be released | Kansas law allows discretionary closure of mugshots. |
| I need a Sheriff’s incident record | Lyon County Sheriff’s Office | Records maintained by the Sheriff that are legally releasable | Investigative and other exempt material can be withheld or redacted. |
| The arrest was made by Emporia Police | Emporia Police Department Records | EPD reports and records maintained by the city police department | The Sheriff’s jail is not automatically custodian of EPD’s police report. |
| What criminal charge reached court? | Kansas District Court Public Access Portal / Lyon County District Court | Public case information and qualifying court documents | Sealed, expunged and other restricted records are unavailable. |
| I need statewide Kansas criminal history | Kansas Bureau of Investigation | Qualifying statewide criminal-history information | This is a different service from a county jail lookup. |
| Was the person transferred to state prison? | KDOC KASPER | Qualifying Kansas correctional custody and supervision information | KASPER is not a county booking database. |
How to Search Lyon County Arrest, Booking and Jail Records
Start with Kansas VINE for current custody
Open the inmate-search link used by Lyon County’s current Detention Center page. Search carefully using the person’s correct identifying information.
Do not use a cached mugshot as proof of current jail status
Older Lyon County booking photographs can remain indexed elsewhere even though the county stopped publishing the former mugshot feed. Check current custody separately.
Identify the arresting agency
An Emporia Police arrest and a Lyon County Sheriff’s arrest can lead to the same county detention facility while producing police-side records held by different agencies.
Request the specific record you actually need
If you need a mugshot, incident report or another Sheriff-held record, describe that particular record in a KORA request. Public-record law does not require an agency to create research or explanations that do not already exist as records.
Follow the case into District Court
Use the Kansas court system when filed charges, hearings, case documents or disposition matter. The jail entry describes custody; the court record tracks the prosecution.
How to Request a Lyon County Mugshot or Sheriff’s Record
The current Lyon County Sheriff page lists [email protected] as its records-request email and provides the Sheriff’s main office at 425 Mechanic Street in Emporia.
Lyon County also publishes a general Open Records Request Form. The form asks for the requesting person’s contact information, the department holding the records, a description of the records requested and the format in which the requester wants to receive them.
What to put in a useful records request
- The person’s full legal name.
- Date of birth if known and appropriate to identify the correct record.
- Approximate arrest or booking date.
- Incident, report or case number if known.
- The exact record requested—for example, a booking photograph rather than “everything.”
- Your preferred delivery format, such as electronic copy or photocopy.
Kansas’ three-business-day rule does not guarantee delivery in three days
The Kansas Attorney General explains that an agency must act on a KORA request as soon as possible and no later than the end of the third business day after receiving it. The agency can provide the record, ask for clarification, explain a delay or identify legal grounds for denying access.
If records cannot be provided immediately, the response should explain the delay. A complex request involving review or redaction can therefore take longer than three business days to complete.
Mugshots are not automatically open records
The Attorney General’s KORA FAQ specifically says mugshots and standard arrest reports may be discretionarily closed. Do not assume that submitting a form guarantees release of the photograph or every part of an arrest record.
Was the Arrest Made by Emporia Police?
Emporia is the county seat and has its own Police Department. If an Emporia Police officer created the incident or arrest report, request that police-side record from EPD rather than assuming the Lyon County jail maintains every document from the investigation.
EPD’s current records page states that its request process operates under the Kansas Open Records Act. The department says requests are acted on within three business days and that criminal-investigation records and other protected records may be excluded from disclosure.
Emporia Police public-record fees
| EPD record service | Current listed fee |
|---|---|
| In-person inspection | No materials fee |
| Electronic delivery | No materials fee |
| Paper copies | 10¢ per page |
| CD/DVD | $1 per disc |
| Clerical staff time | $20 per hour |
| IT support | $35 per hour |
| Administrative review/redaction | $50 per hour |
| Professional/legal/technical work | $50 per hour |
Lyon County Detention Center in Emporia
The Lyon County Sheriff’s Office operates the county Detention Center at 425 Mechanic Street, Emporia, KS 66801. The current county page describes it as a 163-bed adult detention facility used to provide secure custody for people detained on felony and misdemeanor matters.
Booking and release
Detention staff process people into and out of the facility, including intake paperwork, property, identification and housing assignments.
Court and KDOC transfers
Staff prepare court documentation, transport inmates for court appearances and coordinate transfers to the Kansas Department of Corrections when required.
The Sheriff’s current Detention Center contact number is 620-341-3205.
Visitation, Mail and Commissary for a Lyon County Inmate
Someone searching jail records is often also trying to contact a person in custody. Lyon County publishes separate inmate-service rules that are more useful for that purpose than an old mugshot page.
Video only
The Detention Center says it does not offer in-person visitation. Visits are conducted by video and must be scheduled in advance.
Adult or accompanied minor
Visitors must be at least 18 or have a parent or legal guardian present. The county states that video visits are monitored and recorded.
JailATM deposits
Lyon County says inmate commissary accounts use JailATM. The published deadline for commissary orders is 10:00 p.m. Sunday.
Mailing an inmate
Mail must show complete return and delivery addresses. Lyon County says legal mail must be clearly addressed to or from an attorney or court, and personal property, cash, money orders and checks are not accepted through regular inmate mail.
Use the inmate’s name as registered with the Detention Center and the facility address at 425 Mechanic Street, Emporia, KS 66801.
Check Lyon County District Court for the Case After an Arrest
If your real question is what prosecutors filed or how the case was resolved, move from the jail record to Lyon County District Court. Lyon County is part of Kansas’ 5th Judicial District.
The 5th Judicial District lists court hours as Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding State of Kansas holidays.
Kansas District Court Public Access Portal
Kansas Judicial Branch guidance says statewide district-court case information can be searched through its public access portal. Case information can include the case number, type, parties, assigned judge and hearing dates. Court records are the filed documents in the case and have separate availability rules.
Some records are not public. Kansas specifically identifies sealed cases and other restricted categories such as adoption records, certain criminal-investigation records, expunged records, many juvenile matters and grand-jury proceedings.
Use KBI When You Need Kansas Criminal History, Not Just a Lyon County Booking
A county inmate search is not a statewide criminal background record. The Kansas Bureau of Investigation maintains the Kansas Central Repository for criminal-history information and offers several different record-check services.
| KBI service | Current official fee | Use |
|---|---|---|
| Online name-based record check | $30 | Public Kansas criminal-history record check by name |
| Certified name-based record check | $40 | Formal certified response for qualifying purposes such as visa, adoption or immigration-related use |
| Fingerprint-based Kansas check | $45 | Search based on submitted fingerprints |
| Certified fingerprint-based check | $55 | Certified Kansas check based on fingerprints |
KBI says a name-based search requires at least the person’s first and last names and date of birth. Additional identifiers can help distinguish people with similar names.
For someone reviewing their own complete Kansas criminal history—including information beyond the abbreviated public check—the KBI uses a separate fingerprint-based process.
If the Person Was Transferred to Kansas State Custody, Check KASPER
The Lyon County Detention Center handles local custody. A person transferred to the Kansas Department of Corrections may instead appear in the Kansas Adult Supervised Population Electronic Repository (KASPER).
KDOC says KASPER contains information on offenders sentenced to the custody of the Secretary of Corrections since 1980, including people currently incarcerated, under post-incarceration supervision and people discharged from a sentence.
Available information can include the person’s name, KDOC number, physical description and photograph, conviction information, county and case number, anticipated release information, facility movements and supervision status.
If You Cannot Find the Lyon County Booking You Expected
The person may have been released
A current custody search can stop showing someone after release or transfer. Move to the arresting agency and District Court when researching an earlier booking.
You may be looking at an old Sheriff result
The former online mugshot system changed in 2026. Old indexed booking pages do not necessarily represent the county’s current inmate-search process.
The arrest may belong to Emporia Police
Check EPD records when the city police department generated the report, even if the person was lodged in the county detention facility.
The record may be legally restricted
Mugshots, investigative materials, expunged cases, sealed cases and other protected information can have access limits.
The person may be in state custody
Use KDOC KASPER when a sentence or transfer placed the person into the Kansas correctional system.
The name may not be enough
Verify date of birth and other available identifiers before assuming that a same-name result refers to the person you are researching.

A booking charge is the allegation associated with the custody event, not a final judgment. Prosecutors can file different charges, a count may be dismissed, a defendant may be acquitted, or the case may remain unresolved.
Do not identify a person solely from a name or photograph. Compare the correct jurisdiction, date of birth and other official identifiers when available, then follow the case to the appropriate court if the final result matters.
