Buncombe County Arrest Mugshots, Bookings & Jail Records
For a current Buncombe County inmate, booking record or mugshot, start with the county’s official Police to Citizen (P2C) system. Use North Carolina eCourts for the later criminal case, and use the arresting agency’s records process when you need the underlying incident or arrest report.
Records Search
Court, Criminal, Marriage, Divorce, Property
Arrest-record notice: a booking photo or arrest entry records an arrest and detention event. It does not prove guilt and does not show the final result of the criminal case.
Which Buncombe County record source should you use?
“Mugshot,” “inmate record,” “arrest report,” “court record” and “background check” are different products. Buncombe County and North Carolina maintain separate systems for them, so the fastest path is to start with the source that answers your actual question.
Buncombe County Police to Citizen
The current county Applications page links to Police to Citizen, and the Sheriff’s inmate resources identify P2C as the place to look up an inmate’s status and information.
Open inmate catalog →BCSO Police to Citizen
The Sheriff’s Office directs people to Police to Citizen for Buncombe County incident and arrest reports. Use the report layer when you need the law-enforcement record rather than only the jail entry.
Open Buncombe P2C →North Carolina eCourts
Use Portal for public court-case information after an arrest. Portal is not the official certified court record; contact the Buncombe County Clerk of Superior Court when you need an official copy.
Search eCourts →APD Records / P2C
If Asheville Police handled the event, APD says its P2C tools cover most police reports, arrest records and crash reports from 2003 to the present.
APD report instructions →Bureau of Identification
The Buncombe County Bureau of ID provides local-only criminal histories for Buncombe County cases. Its current published fee is $5 cash with a 24-hour processing period.
Bureau of ID details →NC Adult Correction
If a person has moved into North Carolina state prison, probation or parole, use the NC Department of Adult Correction Offender Locator. The state database does not include county jail information.
Open state offender search →How to search Buncombe County arrest mugshots and bookings
Buncombe County’s current website lists Police to Citizen as an official county application. The Sheriff’s inmate-resources material uses the same system for inmate status and information. The P2C interface can reject some automated crawlers or restricted networks, so if the direct inmate link does not open, return through the county Applications page and select Police to Citizen.
Open the official county P2C route
Start with Buncombe County’s Applications page or use the direct inmate catalog. This avoids third-party mugshot sites that may copy stale information.
Search the inmate catalog
Use the person’s name and review the available inmate or booking results. If you are unsure of spelling, start with the least restrictive accurate information you have.
Confirm identity before relying on the result
Compare the booking details and available identifiers. Do not assume that a same-name result is the correct person without matching supporting details.
Use the arresting agency for the report
For a Buncombe County Sheriff’s Office incident or arrest report, use Buncombe P2C. If Asheville Police handled the incident, use APD’s records/P2C route instead.
Follow the case in North Carolina eCourts
Use Portal for public case information. If you need an official or certified court record, contact the Buncombe County Clerk of Superior Court rather than treating Portal as a certified record.
Switch to NC DAC after a state transfer
Use the state Offender Locator when the person is in North Carolina prison, probation or parole. NC DAC expressly says its search does not contain county-jail records.
No invented posting-time promise: current official sources reviewed for this article do not publish a guaranteed number of minutes or hours for a new Buncombe booking or mugshot to appear online. If a very recent arrest is not visible, check again through the official system or contact the detention facility.
What happens at the Buncombe County Detention Facility?
The Buncombe County Sheriff’s Office operates the Detention Facility at 20 Davidson Drive, Asheville, NC 28801. County detention materials state that people charged by local law-enforcement agencies in Buncombe County are brought to the facility on a pretrial basis, and inmates are processed and released around the clock when directed by the judicial system.
The facility consists of a main jail and annex. The county’s current Sheriff transparency pages identify it as the county detention facility and note that it houses people for local, state and federal criminal-justice agencies.
Booking is not a conviction: a jail record reflects custody and booking information at a particular stage. Charges, bond conditions and the eventual disposition can change later in court.
What does a Buncombe County arrest record tell you?
| Record | Best use | Important limit |
|---|---|---|
| P2C inmate / booking record | Current or recent custody and booking information. | It is not the final court disposition. |
| Mugshot / booking photo | Identifies the photographed person associated with a booking record when publicly displayed. | It does not prove guilt. |
| Sheriff or APD arrest / incident report | Shows the law-enforcement record of the reported event or arrest. | It is not a certified criminal-history search. |
| eCourts Portal | Public case and docket information. | The Judicial Branch says Portal is not the official court record. |
| Bureau of ID local record check | Buncombe County criminal history only. | It is local, not statewide, and is a distinct service from the Clerk’s certified search. |
| Clerk certified search | Certified single-county criminal-record search by name. | It covers the selected county only. |
What if the Buncombe County inmate or mugshot does not appear?
A missing online result does not automatically mean the person was never arrested. Use the next source that matches the stage of the case.
| Problem | Possible explanation | What to do |
|---|---|---|
| No inmate result | Name spelling or identity details may differ, or the person may no longer be in county custody. | Try a careful name search, then check the court case or agency report. |
| Very recent arrest | Current official sources do not publish a fixed online-posting guarantee. | Recheck P2C later or call the detention facility at 828-250-4550. |
| Person was arrested by APD | The jail entry and Asheville Police report are separate records. | Use APD’s report/P2C instructions for the police record. |
| Person moved to state custody | County detention and NC state correctional custody use separate databases. | Use NC DAC Offender Locator. |
| Portal gives an error | P2C can reject some networks, automated access or browser requests. | Enter through Buncombe County’s Applications page and select Police to Citizen, or contact the jail. |
| Record is sealed, expunged or legally restricted | Public access can change because of law or court order. | Do not try to bypass restrictions; use the Clerk or appropriate records custodian for lawful access questions. |
Bond and pretrial status: the Sheriff cannot reduce bail
Buncombe County’s active secured-bonds guidance makes an important distinction: only a judicial official can set or modify bail. The Sheriff and Sheriff’s Office cannot reduce a person’s bail.
The county describes “State Pretrial” inmates as people who have been charged and whose cases are awaiting disposition in Buncombe County. A person may remain in custody because a secured bond has not been satisfied, because different charges carry different release conditions, or because a hold or no-bond status applies.
For a current individual case: use the inmate record and court record rather than a county population dashboard. The public bond dashboard is designed for aggregate detention data and does not identify individual inmates.
Use eCourts to follow the criminal case after booking
North Carolina completed statewide eCourts implementation in all 100 counties on October 13, 2025. Public users can search Portal without registering for an account.
Portal provides internet access to public docket information, but the North Carolina Judicial Branch says it is not the official court record. For official copies or certified records, contact the appropriate Clerk of Superior Court.
Two different Buncombe County criminal-record checks
Buncombe County has a local Bureau of Identification record check, while the North Carolina Judicial Branch offers a certified single-county court-record search through the Clerk. They are not the same service and should not be described as interchangeable.
| Service | Coverage | Current fee | Published processing / method |
|---|---|---|---|
| Buncombe County Bureau of ID criminal record check | Buncombe County cases only | $5 cash | County currently lists a 24-hour processing period. |
| Clerk of Superior Court certified criminal record search | One North Carolina county | $25 | Submit Form AOC-CR-314 by mail or in person with the accepted payment type. |
| Courthouse public-access computer search | County or statewide court search | No search fee | Non-certified; printing charges may apply. |
Buncombe County Bureau of Identification
The current county page says the Bureau of ID maintains local criminal-history material that can include an arrest sheet, mugshot, fingerprint card, court-disposition record and court-ordered corrections or amendments. It currently lists a $5 cash-only fee for a Buncombe County criminal record check and a 24-hour processing period.
Certified Clerk search
The North Carolina Judicial Branch currently lists the certified single-county name search at $25. Complete Form AOC-CR-314 and submit it to the Clerk of Superior Court. The Judicial Branch lists money order or certified check for mailed requests; in-person requests may use credit card, cash, money order or certified check.
Identity limitation: a name-based court-record search is not the same as a fingerprint-based identity check. If the purpose requires a particular type of background check, confirm the required product before paying.
How to get Buncombe Sheriff or Asheville Police reports
Incident and arrest reports
The Sheriff’s Office directs users to Buncombe County Police to Citizen for incident and arrest reports. The Sheriff’s Records number is 828-250-4456.
Open Buncombe P2C →City police records
APD says most police reports, arrest records and crash reports from 2003 to the present can be found through its online tools. Available reports can be downloaded and printed at home.
APD report search instructions →APD’s Records Unit can also assist when an online report is unavailable. The city lists 828-259-5870 for the Records Unit and says report copies available through its public process can be obtained at no cost.
When you need a Buncombe County public-records request
For county records not already available online, Buncombe County directs requests through its Public Records Request Center. The county asks requesters to provide detailed information so staff can identify the existing record.
The county also explains that North Carolina public-records law does not require the government to research a question, analyze data or create a record that does not already exist. Some material is protected from disclosure, including certain public-safety, personnel, tax and Social Security information.
Visitation, phone calls, mail and commissary
On-site visitation
The Sheriff’s inmate-resources page currently lists on-site visits Monday through Friday from 9:00–10:30 a.m. and 1:00–3:30 p.m., plus Saturday from 11:00 a.m.–3:30 p.m.. Visits are listed in 20-minute intervals and must be scheduled at least 24 hours in advance.
First-time visitation can be arranged at the Detention Facility Front Desk at 828-250-4610 or 828-250-4557. Visitors age 16 and older need proper photo identification. Because schedules and vendor systems can change, confirm the current rules before traveling.
Phone calls
The Sheriff’s page states that inmates may use housing-unit phones during available free time. Calls are not collect; the caller or inmate needs an account or phone funds. The county directs vendor-support questions to the vendor rather than the Sheriff’s Office.
Non-privileged mail
Since October 3, 2022, Buncombe County Detention Facility has routed non-privileged family-and-friend mail through TextBehind rather than accepting that postal mail directly at the jail. The county says every mailed envelope must identify the sender and the inmate completely.
Current TextBehind postal format published by the Sheriff
Offender First / Last Name
Offender ID Number
Correctional Facility Name
P.O. Box 247
Phoenix, MD 21131
TextBehind does not accept legal mail, money orders, personal checks, gift cards or cash through that general correspondence channel. Legal or privileged mail follows different rules.
Commissary deposits
The Sheriff’s inmate-resources page says friends and family can add money through InmateCanteen.com or the kiosk in the detention-facility lobby. The listed inmate-deposit customer-service number is 1-866-933-6386.
NC SAVAN custody notifications
NC SAVAN is a statewide service that provides custody-status information and automated notifications for county jail inmates, state prisoners, probationers and parolees. It is available 24 hours a day, seven days a week.
The toll-free number is 877-627-2826. Notifications can be sent by phone, email, text or TTY, and the system can also provide custody and court-status information.
NC SAVAN and offender-search options →If the person has moved from county jail to state custody
The North Carolina Department of Adult Correction Offender Locator covers state prisoners, probationers and parolees and contains historical correctional information back to 1972. NC DAC explicitly states that the database does not include county jail information.
That means a missing state result should not be used to decide whether someone is in the Buncombe County Detention Facility, and a missing Buncombe P2C result should not be used to decide whether someone is in state prison.
