Rockford mugshots: start with the record holder
Rockford is a city in Winnebago County, but the police department, county sheriff and criminal court maintain different records. A mugshot can accompany a jail booking when the agency makes the image available; it is not the same as a police incident report or a court judgment.
| Question | Official service | What it can answer |
|---|---|---|
| Is someone in Winnebago County custody? | Sheriff Inmate Inquiry | Available county jail and booking information; not a court disposition. |
| Was there a recent Rockford Police arrest? | Rockford Police 7-Day Arrest Log | City police arrest reporting, not all Winnebago County arrests. |
| Was a case filed or resolved? | Circuit Clerk court search | Court cases, hearing dates, documents and publicly available disposition information. |
| Do you need the police report or image copy? | Rockford Police Records or Sheriff FOIA | Records maintained by the responding agency, subject to Illinois law. |
| Was someone transferred to an Illinois prison? | Illinois DOC search | State correctional custody, not the original county mugshot archive. |
The Sheriff’s public inquiry expressly excludes juvenile offenders and says the jail does not provide case disposition. It warns that an arrest entry should not be used as proof of guilt. If the outcome matters, go to the Circuit Clerk rather than relying on the initial booking charge.
Do not confuse Winnebago County, Illinois, with Winnebago County, Wisconsin or Iowa. This guide concerns Rockford, Illinois, and the official Illinois sheriff and court systems.
How to search the Winnebago County Sheriff inmate inquiry
The official Winnebago County Arrest & Jail Information page begins with a Last Name field and alphabetical starting-letter buttons. It does not require you to choose an arrest date before starting.
- Open the Sheriff’s inmate system.
Use the linked official domain. If you begin on the Sheriff homepage, navigate to Inmate Inquiry to avoid confusing the current search with archived downloadable files.
- Enter the last name.
Type the surname as accurately as possible. Alternatively, use the alphabet button matching the first letter. Some buttons group several letters together, such as D–F or W–Z.
- Compare the result carefully.
Check any available legal name, identifying number, booking date, age or custody data. Similar names or photographs alone do not conclusively identify a person.
- Record the useful identifiers.
If displayed, retain the MID or booking identifier and note any stated charge, date or agency. These help the jail and the court distinguish records when names are common.
- Verify urgent custody questions directly.
Call 815-319-6600 for county jail information. Online data may change after transfers or releases and should not be treated as real-time confirmation.
- Move to the court when needed.
Use the Winnebago County Circuit Clerk for criminal case information, hearing dates and court disposition—not the Sheriff’s booking search.
What if no mugshot appears?
Some public jail records include photographs and others may not. A missing photo is not evidence that a booking did not occur. Avoid copying a similar-looking photograph from an unrelated people-search service. If you need a specific booking image, ask the records custodian whether that image can legally be released under Illinois FOIA.
What an inmate entry cannot prove
A listed accusation is not a conviction. Jail records can change after a court hearing, prosecutor review, release or transfer. The Sheriff also states its information should not be relied on for legal action and advises checking accuracy with the arresting agency or Circuit Clerk.
Rockford arrests today, last 24 hours and last seven days
Use the Rockford Police Department’s police page for the City of Rockford Police Department 7 Day Arrest Log. The page links to a ShareFile report. This is a recent city-police arrest source, not a continuously updated county jail roster.
7-day arrest report versus 72-hour dispatch calls
The Rockford Police site also links to a 72 Hour Dispatch Call Log. Dispatch calls record police-service activity; they are not proof that a person was arrested. If you want an arrest entry, use the arrest report. If you need to know whether someone is held at the jail, use the Sheriff’s inquiry.
| Time frame | Start with | Then check |
|---|---|---|
| Today or a few hours ago | Current inmate inquiry, if jail custody is the concern | Rockford’s 7-day report if RPD made the arrest; call jail if urgent. |
| Last 24 hours | Sheriff inquiry and police 7-day report | Agency updates; intake may not be reflected immediately. |
| Last seven days | RPD’s 7-day arrest report | Sheriff inquiry for county custody and Clerk for case activity. |
| An older arrest | Court records or the agency’s records department | Police or Sheriff FOIA for underlying reports when releasable. |
Archived files warning: The Sheriff’s downloadable documents include “Bookings and Releases” and “Bookings By Agency” under an archive notice saying material is no longer being updated. Do not present those files as today’s booking report.
A Rockford Police arrest may lead to a county jail record, but not every Winnebago County arrest was made by Rockford Police. For instance, a separate municipal agency or Illinois State Police may be the arresting authority. Identify the officer’s agency before submitting a report request. For broader national date-window advice, see our recent mugshots and booking records guide.
Find filed charges, hearing dates and court outcomes
The 17th Judicial Circuit Clerk’s Access Court Records page links to FullCourt Enterprise. Its public user’s guide describes searches by case number, party name or citation number, plus daily and weekly court calendars.
- Start at the Clerk’s access page.
Use the official link to FullCourt Enterprise rather than an unrelated background-check website.
- Search by case number when available.
A court case number is more precise than a name. If you only have a name, compare the case location, party details and dates rather than assuming the first result is the same person.
- Check the record for the actual case stage.
Look for filing history, alleged offenses, hearing schedules and any disposition shown. A newly booked person may not yet have a publicly visible court case.
- Request a copy for official use.
If a certified document is required, use the Circuit Clerk’s Document Requests service. The online docket itself should not be represented as a certified criminal-history report.
Winnebago County court document fees
The Clerk’s published request page lists a $6 automated background search and a further $6 for certification. Civil and criminal document copies cost $2 for page one, $0.50 for pages two through twenty, and $0.25 per page thereafter; the Clerk separately lists a $6 charge for certified or sealed pages. Confirm the total and payment instructions in the official form before placing an order.
Requesters receive a payment notice and document identification number by email. The Clerk says noncertified documents are generally delivered electronically after payment, while certified copies are mailed. Allow for variations in availability and processing.
What if you missed a court date?
Do not try to solve a missed hearing by checking the jail roster. Read the Circuit Clerk FAQ, check the case status and contact your attorney if represented. The Clerk cannot change a judge-set hearing date simply on request. Self-represented people may need to file the correct motion or obtain legal assistance.

County jail status, release and Illinois pretrial rules
The Winnebago County Jail is located at 650 West State Street, Rockford, IL 61102. The Sheriff’s jail information page lists 815-319-6600 for general inquiries, 815-319-6602 for Booking, and 815-319-6614 for Bond Out/release matters.
Why the Sheriff’s office still says “Bond Out”
Illinois ended cash bail when the Pretrial Fairness Act took effect on September 18, 2023. Courts now decide pretrial release, conditions or permitted detention under the applicable law. The Sheriff retains the name “Bond Out” for its release office; the sign or phone label does not mean that paying money is the usual way to obtain pretrial release. See the Illinois Courts’ pretrial resources.
Where to pick up a released person
According to the Sheriff’s inmate-release instructions, release pickups occur at the Bond Out office, which has a separate entrance off West State Street. Processing times vary. If someone has just been ordered released, call the release office before traveling and do not rely on an earlier roster screenshot.
Transferred to an Illinois state prison?
The county jail and Illinois Department of Corrections are separate systems. After a state transfer, use the IDOC Individual in Custody Search to find available state custody details. The Sheriff’s jail record may no longer reflect the person’s new location. For property or financial questions at transfer, use the Sheriff’s dedicated transfer and release instructions rather than a mugshot listing.
How to request Rockford Police or Sheriff records
A jail inquiry may show a booking but not the incident narrative, complete investigative file or every photograph. For those materials, start with the agency that created or maintains the record. Illinois FOIA access is subject to exemptions and release rules, so a request does not guarantee a particular mugshot or report will be supplied.

For a public request, use the Sheriff’s Online FOIA Request. The separate government-agency report form is intended for police, courts and corrections users.
What to include in a request
Specify the arresting agency, approximate incident date, location, relevant name, report or booking number when known, and the exact record requested. If you want a booking photograph rather than an incident report, say so. Avoid transmitting Social Security numbers or identification documents unless required through the agency’s secure official process.
What the published fees and timelines say
Both the Sheriff and Rockford Police describe the first 50 black-and-white letter/legal pages under FOIA as free and subsequent pages as $0.15 each. The Sheriff’s FOIA page says a usual Illinois FOIA response is due in five business days, subject to a permitted extension, while commercial-use requests follow different rules. Other formats or separate record products can have their own fees.
The Rockford Police Records page currently lists an accident-report copy at $5 from the Records Center and a separate online BuyCrash rate. Those crash-report charges should not be applied to ordinary jail-inquiry searches.
Winnebago County Jail visitation, mail and inmate accounts
These services are not required to search Rockford mugshots, but they matter when a public inmate result leads to a question about visiting or contacting a person in custody. Confirm the latest instructions before paying for a service or traveling to the jail.
Video visitation
The Sheriff’s visitation page lists weekend personal visits arranged by the inmate. Requests must be submitted by noon on the preceding Thursday. Visits are 15 minutes, occur via video at the Justice Center, and visitors must arrive at least 15 minutes early with proper identification. Cell phones are prohibited in the visitation area.
For available appointment periods, identification requirements and rules, review the official visitation page. Video visitation information: 815-319-6162. Do not treat a published time slot as a confirmed reservation.
Personal mail has a different address from the jail building
The Sheriff’s current Mail/Inmate Property page says ordinary personal mail is digitized for delivery to detainee tablets. Use the following published addressing format rather than mailing personal letters to the 650 West State Street street address:
Winnebago County Jail, Rockford ILInmate’s full name and MID#
P.O. Box 247
Phoenix, MD 21131
The sender’s full name and physical return address are also required. The digital-personal-mail process does not apply to attorney-client privileged mail; follow the Sheriff’s separate rules for that category.
Commissary and phone funds
The Sheriff’s Commissary & Phone page names TouchPay for deposits and GTL/ConnectNetwork for telephone accounts. It currently lists a $25 minimum and $100 maximum deposit, up to $200 total per week, and a maximum of five weekly transactions. It says money orders are not accepted and iCare is the authorized care-package provider.
Payment methods, rates and vendors can change. Use the current Sheriff’s page rather than older third-party jail directories before depositing money, and remember that funds become the inmate’s property under the Sheriff’s stated policy.
Wrong, sealed or expunged Winnebago County arrest information
Start with the agency responsible for the underlying record. A mistaken booking field is handled differently from an inaccurate police report, court record or Illinois State Police criminal-history transcript. A privately maintained website cannot modify the government file.
| Issue | Office or resource | What to prepare |
|---|---|---|
| Wrong jail entry | Winnebago County Sheriff | Name, date, inmate identifier and the disputed field. |
| Incorrect Rockford Police report | Rockford Police Records | Incident or report number, date and precise concern. |
| Incorrect court case information | Winnebago Circuit Clerk | Case number, relevant document or docket entry. |
| Own statewide criminal-history error | Illinois State Police Access and Review / Record Challenge | Your fingerprint-based transcript and ISP challenge paperwork. |
| Possible expungement or sealing | 17th Circuit Clerk and Illinois Courts forms | Case numbers, dispositions and correct petition type. |
How Winnebago County expungement or sealing begins
The Circuit Clerk’s expungement page directs applicants to choose the appropriate petition and file it with the Clerk at 400 West State Street, Room 108. The page currently lists a $30 Clerk fee and a $60 Illinois State Police fee per case for expungement; it also lists an ISP fee for sealing. Fee waivers and eligibility are separate questions and should be checked before filing.
The Illinois Courts’ approved statewide forms include adult expungement/sealing forms revised in 2026 and a free Illinois Legal Aid Online guided form. Determine eligibility from the actual case disposition and governing law; the Clerk cannot give individual legal advice.
Important: Sealing or expungement rules do not mean every previously published copy automatically disappears from every website. Follow the process that applies to each official record and contact third-party publishers separately where appropriate.
Winnebago County Jail, Police Records and Court locations
These three locations serve different purposes. Before visiting, check current access and entrance information directly with the agency, especially if you are going for a hearing, video visit, report copy or release pickup.

Rockford and Winnebago County mugshot FAQs
Where do I find Rockford mugshots online?
Start with the official Winnebago County Sheriff Inmate Inquiry if the person was booked in county custody. Search by last name. Photos are available only when the agency publishes them in the record.
How do I see arrests from the past seven days?
Go to the Rockford Police page and use its City of Rockford Police Department 7 Day Arrest Log. It covers that department’s recent arrest reporting and is not a county-wide current jail roster.
Does Winnebago County have a free inmate search?
The Sheriff’s public Inmate Inquiry can be opened without a payment request on its search landing page. Formal copies, certified court records or public-record products may have separate fees.
Can I search the Winnebago County inmate system by first name?
The visible search landing page instructs users to enter the last name or choose a starting-letter group. Use other displayed identifiers when reviewing possible matches.
Does the Rockford inmate inquiry include juveniles?
No. The Sheriff’s disclaimer expressly says its public list does not include juvenile offenders. Juvenile information is subject to separate access restrictions.
Does a Rockford mugshot mean the person was convicted?
No. It documents an arrest or booking event, not a finding of guilt. The Circuit Clerk is the appropriate source to review the court’s public case outcome.
What should I do if a person was released and is no longer listed?
Use the arresting agency’s report-request procedure or the Winnebago County Circuit Clerk’s court search for historical information. A current inmate roster is not a complete archive of past arrests.
What is the Winnebago County Jail phone number?
The Sheriff’s jail page lists 815-319-6600 for general jail inquiries, 815-319-6602 for Booking and 815-319-6614 for its release or Bond Out office.
Can I get a copy of an arrest report through Illinois FOIA?
You can ask the responsible agency for releasable records under Illinois FOIA. Use the Sheriff FOIA page for Sheriff-held records or Rockford Police Records for RPD materials. An exemption or restriction may limit release.
How do I check a criminal court date in Rockford?
Use the 17th Judicial Circuit Clerk’s Access Court Records page and search by case number or party. If the information is unavailable or time-sensitive, contact the Clerk at 815-319-4500.
Can I pay cash bail to release someone in Winnebago County?
Illinois ended its cash-bail system effective September 18, 2023. Pretrial release or detention is determined under Illinois law. The Sheriff’s “Bond Out” office name remains in use for release-processing functions.
What if someone was transferred to an Illinois prison?
Use the Illinois Department of Corrections Individual in Custody Search. A county jail entry may no longer show the person’s current placement after transfer.
Where should I send personal mail to a Winnebago County inmate?
The Sheriff’s dedicated personal-mail instructions specify Winnebago County Jail, Rockford IL, inmate full name and MID#, P.O. Box 247, Phoenix, MD 21131. The sender’s name and physical return address are required. Privileged mail follows separate rules.
Can Rockford arrest or booking records be expunged?
Some records may qualify for expungement or sealing depending on the charges and disposition. Use the 17th Circuit Clerk’s expungement instructions and the Illinois Courts’ approved forms. An independent website cannot determine eligibility or alter court files.
